1-buy epoxy. I recommend marine-grade epoxy.

2-buy any additives you might like. The only ones I can think of anyone wanting to use are coloring fillers, and powdered aluminum for UV protection (although its not needed)

3-mix up a small batch and put it on some scrap wood, to see what the working properties are (so you know)

4-mix up enough for a thin-ish coat on your neck, BRUSH it on. Let set.

5-sand down last coat till its even, reapply. Repeat as necesarry.

EDIT: Make sure you tape/cover everything up, and put newspaper down. And make sure you wear gloves. Be careful, the epoxy reaction creates ALOT of heat as it sets. And if you spill it on anything, I hope for your sake you can scrape it off with a knife, because epoxy is a very strong adhesive and sets as a very strong plastic.

Also, buy some acetone. If you spill unset epoxy on anything that you really shouldnt have, acetone disrupts the epoxy reaction, and it can then be cleaned up with some water and a rag.
