I recently got a copy of guitarpro. I tryed to import my midi files from powertab, but they just appear as a bunch of rests, no actual notes. I also don't know how to bring up the bass staffs.

Go to Track -> Properties to change the instrument, which will effectively change the clef.

And instead of importing the midi, Guitar Pro 5 has a specific function for importing PowerTab, I'm not sure if that's what you tried or not.

I was just importing the midi, what is this other way?

when you do that it means, that the midi your importing is either above or below the staff that your trying to put it on, like say your importing bass, the standard for GP is Guitar range so bass would be too low and show up as rests or vice a versa

What can I do to fix this?
