Power Metal is more fantasy-themed, stemming from Iron Maiden type metal. Progressive is kind of hard to describe. It is usually complex and pushes the boundaries of metal. Examples will probably give you a better idea.
Power: Draginforce, Iron Maiden, Control Denied
Progressive: Dream Theater, Opeth, Queensryche

Maiden aren't power metal, just heavy metal. a lot of power metal bands are influenced by them though, i think that's why a lot of people think they're power metal.
power metal's often about glory, and what lionelhutz88 said. progressive metal often incorporates power metal themes, but is more complex, like some Symphony X stuff.
i suppose progressive metal can be more story-based as well (although power metal often is as well) like Dream Theater's Scenes From A Memory.

I think there are hints of power metal, mainly in 7th son because it's a concept album which lots of power metal bands do and there are a few fantasy-ish things in there.

i think Kamelot are power.
maiden have been power metalish at times, but never completely power metal, they just seem more PM in their most melodic moments.

Prog isnt only metal... but compare Dream Theater to Demons and Wizards, and that oughta give you an idea.
