when ever i play something, i get a lot of fret buzz. i think it's mostly the e-string. i looked at it, and im pretty darn sure that its too close to the fret... it doesn't affect my playing or anything, its just annoying to hear... i know about changing the truss rod but im not sure if its worth a try

could be your action needs tweaking or maybe your technique (im not saying your a bad player or anything).
If your not 100% on how to change your action and adjust your trust rod get a pro to do it.

it sounds like your action...especially since you say its too close to the frets...
just get an allen wrench and raise them up...dont worry about the truss rod...i highly doubt its that...

truss rod adjustments are very easy thugh, it cant hurt to try, i have a feeling that if u put a little more bow into teh neck it will be ok

isn't the truss rod the only thing i can do? its down be like the 1st and 2nd fret, the strings are just too close to the neck. even if i rose the saddles, it wouldn't be able to raise the strings enough off of the low frets

Erm...yes it can hurt to try if you don't know what you're doing.
DO NOT attempt a truss rod adjustment unless you KNOW what you are doing.

I was going to say the exact same thing.
I've seen quite a few good basses ruined by people who thought they knew what they were doing with truss rods.
Some truss rods are very responsive and you can see the results very quickly while others take a bit of time for the results of the adjustment to show themselves. It's usually the latter that cause the problems because people turn it a bit and don't see results so they crank them some more, which could do some damage.
