I've been playing with my TS9DX lately and I finally get to play with my Hot Rod Deluxe more often so i can hear noises a lot more clearly. Anyways, is it a typical thing that the bridge humbucker on my Epi LP makes a lot more noise than my neck humbucker?

What do u mean noises?
do u mean feed back?
I think generally Bridge Pickups r stronger as they deliver those hard rock Punchy trebly sounds
while the Neck is weaker but delivers a more mid/bass tone which is softer and ull notice that playing faster on the neck pickup sounds better
If ur talking about volume it could be that ur Bridge humbucker is closer to the strings than ur Neck pickup
The closer ur picup is to the string the more output they will produce (ive also noticed that when the pickup is closer to the string the pickup will sound more trebbly, as ive been experimenting with my own guitars pickup heights)

Alright now that you've said it, the bridge pickup is a lot closer to the strings.
Usually there's no noise if I play clean but when I put it through my Tubescreamer the gain is boosted so there's some buzzing. Any way to fix this that doesn't involve a noise suppressor?

Buzzing?
is that fret buzz? or something else
Maybe ur gain is too high?

Yeah the gain is a tad high on my TS9DX but I suspect the noise is the gain amplifying the 60-cycle hum. I could be wrong though since I don't know what I'm talking about O_o
It's definitely not fret buzz, though.
