Ok, basically I'm looking for something more than Audacity to do home recordings of myself and possibly bands and other musicians. I'm mainly concerned about pinpoint volume control, EQ, and ability to cleanup distortion and stuff like that. Burning would be nice too. Basically I can get these for cheap at my work and they are within my price range. I just need to know which one people would reccomend more.

Well it all depends on if you want to do multitrack or single track recording. Sound Forge is only capable of taking one or two tracks simultaneously, while Sonar Home Studio is quite capable of doing almost infinite amounts of track on track.
As far as edinting goes, Sound Forge has a great amount of tools for anything you'd need for mastering. I haven't used Sonar Home Studio, but I own Sonar 4, and I know the tools that come with it are very adequate. The paragraphic equalizer is amazing, and the compressor does a great job at, well, compressing..
So it all really just comes down to whether you want multitrack or single track capabilities.

Oh, well I definately want multi-track ability since I'm probably going to be recording anywhere from 4 to 10 tracks per song. Thanks for the advice.

Then Sonar Home Studio is a great option.
