I looking to get a really awsome vocal sound by sort of echoing the vocals, but I wouldn't even really call it a echo, just sort of the sound that you get if your singing in an big empty public restroom, if that makes any sense. What kind of effect pedal can I buy that will give me this sort of effect?

hey man thats not a bad idea, if someone gets drunk and sprews it doesnt matter cuz its just tile...Im gonna book a show in a public restroom.
althought the question was more for recording, does anyone know any recording effects that I can use to get that sound?

Reverb maybe? It has it in audacity fo free.

Its called reverb. You can access it in the form of rack processors or software plug-ins.

Well public restrooms don't (usually - there are some exceptions) have carpet and whatever to dampen the reverb that is created within the room... I 'spose it's probably one of your most common places to encounter reverb.
