Im looking for heads that you can tune very low and the heads dont get that "flappy" felling. what combo would you suggest?

I assume you want these for your toms?? Do you want just batter (top) heads or resonant (bottom) heads too?
Well i have coated emps over clear ambs and at first i couldnt tune them very low without getting that flappy sound but i didnt know that i hadnt seated the head properly...so i seated it and now i can get very low clear tones.

if you want really deep toms you might wanna try evans hydrolics, they wound pretty good.

I wouldn't suggest the Hydro's either. I honestly don't know why they still make Hydro's. It would help if we knew the construction of your drums, maple, birch, oak?
Also what are you planning to do with the kit? Play shows, play in your own home, or record with it?
In general I would suggest Evans G1 coated batters with Evans Super Thin reso's for most playing and Evans G2 clears over Evans G1 clears if your playing with a band in an un-micced situation.

if you want really dead toms you might wanna try evans hydraulics, they sound pretty dead.

ambs over ambs or emps over ambs is all youll ever need for a great sounding drum. (along with some tuning experience)
