What exactly does it mean when they say tune a half step down or a whole
step down.

Hi
The distance between each fret is half a step the distance between two frets is a full step.
The two exeptions are between E and F B and C these are both a full step with no half steps between them.
To tune half a step down you tune your guitar to the same note as the one half a step/one fret from the sting you are trying to tune.
To tune a full step down you tune your string to the note a whole step/two frets from the specified string.
but keep in mind those two exeptions.
