how do you hammer on or pull off a note?

it's a note that isn't plucked. I'm sure you've just fretted notes without plucking. That's hammering. Hit your left hand finger down on the fretboard to get it to make a noise. If you pluck the note before it, the string vibration should be enough so that you hardly have to hit hard at all. Sorry, when you hammer on, you're almost always going to a note higher than previously played, unless you're hammering a note on another string.

Pulloffs are the opposite. You pluck a note, say third finger, then lift up your third finger with your second finger down.

Ok. Say you're playing the third fret on any string. You keep both the second and third frets down. You pluck. You then pull your finger off of the third fret, keeping your other finger down on the second fret, without plucking again, and voila. You've done a pull-off.
