if i buy this

do i need mic pre amps,and eq and if i use condesers: do i need phantom power?
what do you recomend
or could i get this

that already has everything in it and just run the output off of each channel?

With the first. You'll need +48v phantom power for condensers.
Pre-amps will pretty much come hand in hand with most +48v phantom power devices.
If you're on a budget, behringer do cheap tube preamps with phantom power.
E.Q. would also be a good idea, it's not going to be essential but it'll give you alot more room to work with. Once again behringer do cheap units, from 7bands all the way up to 31 bands. Infact the 7band e.q. costs about £26 in the UK so it's going to be very cheap in the US.
With the behringer mixer, you're going to need something to record onto. Whether that's your pc, or a minidisc player e.t.c. The behringer will save you money on buying another set of preamps, and will give you a basic e.q., but you might end up spending more to get an external device to record onto.
So personally, for ease of use. I'd go with the first option. Whilst you'll have to buy more to make it functional, these extras will enhance your potential recording so I'd reccomend it over the behringer.
But it's a thin line to walk down on, some people might reccomend the behringer, I'm guessing you're inexperienced as audio recording so I personally think the first option with a behringer preamp and e.q. will save you a headache and get you better results.

do i need a mixer to chain together a pre-amp AND a compressor to my E-mu 1212m soundcard, or can i go without?

ah jeez, ok also, gigging wise, is it possible to use a pre-amp through 2 cabinets, with assistance from a power amp?
