I mean, can I record vocals and guitar, and then go back and put in a second guitar, drums and bass? I'm doing it Paul Mcartney style...

Yes, but the way its almost always done is first drums, then bass, then guitar, then after everything else, vocals
Go crazy, you will need some gear + software first
What is your budget?

make sure you save each track as you record them. Or else if you screw up on some programs you are screwed.

I don't have much, but by the end of next year I should have over $1000. I have a lot of the equipment already. I have the computer and microphone and of course all the needed chords, and someone is supposed to be giving me a soundcard.

Short answer: Yes
Long answer: Hell yes
Longer answer: Get a copy of Acid Pro, or Cooledit. Don't use Audacity.

Acid Pro doesn't let you save anything for free though.. you can buy it for 300$ or do it free with Audacity.
