when a tab says "tune down a whole step" does it mean drop d or c? or what?

Tune down a whole step means, to me, that you tune to D tuning. Half a step down is Eb and then a whole step is D. I'm also guessing that it means all strings are tuned to D tuning, ie all strings go a whole step down.

Which is like Drop C except the top string is only tuned down one step instead of two.
