So I'm trying to record an track on my Tascam 4-track with my guitar. I plug the headphones in, put 'em on, and turn up the knob to hear the guitar. All of the sudden I can hear very faint voices. At first I was like "holy **** this is like that 'White Noise' movie." But then I started listening more closely and figured out that it was a Japanese radio station. Is there any explantion for this? If there is, I would love to fix it so I don't hear gibberish in the backround of every track I record.

No, I was using a pick-up that you attach to an acoustic.

It didn't do it today, so I guess it's all good.
I still wouldn't mind knowing what was up.

Some components pick up radio signals. I've had it happen. When my and my band went on a guided tour of the marshall factory, we were shown the testing facility where they have to make sure no radio waves are picked up by their equipment - this is all about privacy and it's a legal requirement for components built in the UK (in case of security breaches, etc).
It was literally a huge room-sized microwave where they hurtle all kinds of big signals at every single amp to make sure nothing gets through - it's a bloody weird room I tell thee!
So don't worry, t'aint ghosts.

It happens with amps sometimes. Used to happen on my old bass amp and guitar amp. My understanding is that it is just signal interference.
