I use my comp mic with windows recorder to record my stuff. i know its low quality, but that's not the issue.

When i load diff tracks into audacity (rythmn, lead etc)
i can't seem to get the time correct. All tracks would not be coherent.

How do i get them to be in proper timing?

In the toolbar thingy you should see an icon that looks like a double sided arrow thing. Use that to move around tracks.

when recording there is a wonderful little thing called SMPTE Time Code, it's used in the high quality recording equipment for synchronicity. you can probably get it relatively close with time stretching, but it will never be perfect. What you really need to be doing is recording your tracks with audacity

Audacity suffers from very serious latency problems by design in the current version.

Time shifting, as mentioned by ITendToWeez is your best bet. It's a little tedious at first, but once you get the hang of it it's not so hard.
