What is the point in them? i have a boss NS-2 which has a send and a return jack, but i just use the send one to go to my (westfield) tuner. My noise supressor stops most noise that my pedals make, wherever it is in my chain but what does an effects loop do?

You plug the SEND jack into the input of any 19" rack effects you may like to use on your guitar, the output of that effect into the input of the next, etc to create a daisy chain -- when you reach your last effect, plug it's output into the return of the loop.

ye, i knew that, but what does it achieve? why not just keep it all in one chain instead of making two?

Guitar pedals work on the high impedance guitar signal, effects loops are LINE LEVEL for rack effects.

not just. You can have line level into stompboxes aswell.
With effects like delay, reverb, and some modulation effects, a considerably better sound is acheived after the pre-amplifier stage.
