recording for cheap + tape onto computer

I was wondeing is their any way to get just a one track tape onto a computer. Also is their like a really fancy tape recorder for under 50 that has good sound?

1-Line out to soundcard, you just need a 2 RCA to 1 stereo minijack cable
2-I strongly doubt it
