You can create songs in so many ways.
The way I -usually- do it is to have lyrics written, and then start with my acoustic guitar. I try to come up with some chords that fit the mood of the lyrics, and then when I'm done that, I record it on electric guitar. Then I add bass, piano, or whatever else I deem necessary. Then I add drums, and then I finally sing.
Often though, I skip the drums altogether as I still suck, and also, it's hard to make them sound nice.

we're a five-piece hardcore band, and our guitarists constantly write and record snippets and riffs, we must have hundreds in the basket now. When we want to write a new song, we decide what it should be about, and decide on the basic theme of the lyrics, and start to get a song structure idea. Then the guitarists search in the 'basket' and try to find some appropriate stuff. They change, modulate, add bits and play with it until they have a good guitar theme to work from. Then we get together a whole band to determine how the song should actually go. This isn't exactly the same every time, for example sometimes the guitarists start with the verse they already have, I improvise a drumbeat on top, and we 'loop' it until I have my drumbeat, then we do it again and again without stopping, the vocalist plays with his vocals themes until he finds lyrics that fit with the music (This is excellent because he's creating while listening to a constantly looping base) and starts singing them. etcetc

I think doing the lyrics first is easier. I get an idea of how I want to sing them. That tells me the mood and the timing of the song. I find it's easier to write guitar tracks that way because you already kind of know what you want to do.
