whats the least i can pay for a boom mic stand

you can usually get them from $15-$20. i suggest the cheapest on-stage stand you can find because they work fine. either that or you could buy one off of someone for cheap.

right now i have one made out of duc tape coat hangers and pvc tubing so i was hoping i could get one for 5 bucks or so ill try local pawn shops

See if musiciansfriend.com is still selling their package deal. It was a Nady mic, 20' mic cable, and a boom mic stand for $20. (Plus shipping, of course)

No I didn't, but what if he doesn't buy it and a pirate drives by his house, holds him at gun point and says "We need to borrow a mic stand and cable or you die"
You obviously didn't think of that.

$20 is probably the best you'll get it at, and you'll get a spare mic and cable. In the UK we'd probably pay around $40 at least for that kind of deal. You aren't likely to get a mic stand for $5.
