Isn't this a bit weird in a capitalist country that is based on free trade?

No. Private companies are allowed to do whatever they want. The various leagues want to foster competition, thus leading to entertainment, so they try to keep all of the team's salaries close together.

It would be odd if the government stepped in and enforced salary caps.

Its sorta like sports way of preventing monopolies, the way the Yankees and other high market teams in a sense have taken over baseball. In many situations, it should be survival of the fittest, but there is no way some teams could compete without a salary cap.

Salary caps create a fair playing field, but they're not adhered to and are now just based on commercial gain and expenditure. Most dominant teams have huge salary caps. More money will give you more freedom to take more chances.

All teams salary caps are the same. That's why it's a salary cap.
