what is the best software for editing music and adding beats and other sounds to it.

What type of beats are we talking about?
MIDI ones/beats created by the program.

Or taking a song and adding a beat in from an outside source?

If it's the first, then something like Cubase SX, If the second, programs like Audacity will do well.
Or I may have got the wrong end of the stick :)
