Well it depends what you mean, You said you just got a tascam 4 track, So I am assuming you more mean programs and such that you can play with your final track on?
In which case, Audacity, http://audacity.sourceforge.net/, Is a great simple program, Allowing you to record, mix and add effects to tracks, before converting to mp3 or wav to burn onto a cd.

However you may mean a set up in which you can purely create music on your computer, Which would involve a midi compatible keyboard, A program such as Cubase VST, midi controllers e.t.c.

If you know how notes work, you can download the demo version of NoteWorthy Composer (search google for the site). It says it's 30 days only, you can use it as long as you want. You can only save each file 10 times though. But it's a nice MIDI program.

I sing and play guitar over computer-generated drum/piano/bass tracks. I use FLStudio 4 to make the backing tracks, and Ahead Nero Wave Editor to record the stuff.

Simple and effective.

yea, i was asking for a friend who is getting a setup for his computer. but could i run my tascam through my computer and mix it down to a cd?

Get one of these cables (http://www.minidiscaccess.com/item.html?PRID=725944), and an adaptor to make it big enough to fit into the headphone output of the portastudio and connect the other end to your pc mic input on the back of the computer.

This will then allow you to 'play' the recording into your pc, Get a free program called audacity, (http://audacity.sourceforge.net/).

Now take your recording, turn down track 2's master fader.
Press record on audacity.
Press play on the portastudio.

If everything goes to plan you should hear the track, and you should see the soundwaves as it records in audacity.
Next, turn down track 1's master fader, and put up Track 2's.
Do the same.
Repeat for tracks 3 and 4.

Now you have the tracks in audacity that you can add effects to, amplify, quieten e.t.c.

This will serve the purpose of a master recorder and will also allow you to convert it to mp3 medium and cd's.
