i just bought a new tascam porta02mkII and in the instuctions, it says i need a mastering recorder. what is that?

It is something you connect the portastudio to and record a final copy onto it, after you have set the panning and faders on the 4 track itself, it will then record a final copy. Otherwise on the portastudio you cannot set the sound level on the cassette when it is played in a cassette player.
It's not really needed, basicly it is suggested in the mindset that you will be recording onto cassette and leaving it as that.
Get one of these cables (http://www.minidiscaccess.com/item.html?PRID=725944), and an adaptor to make it big enough to fit into the headphone output of the portastudio and connect the other end to your pc mic input on the back of the computer.
This will then allow you to 'play' the recording into your pc, Get a free program called audacity, (http://audacity.sourceforge.net/).
Now take your recording, turn down track 2's master fader.
Press record on audacity.
Press play on the portastudio.
If everything goes to plan you should hear the track, and you should see the soundwaves as it records in audacity.
Next, turn down track 1's master fader, and put up Track 2's.
Do the same.
Now you have the two tracks in audacity that you can add effects to, amplify, quieten e.t.c.
This will serve the purpose of a master recorder and will also allow you to convert it to mp3 medium and cd's.
As you will discover, it also allows you the potential to create more than 2 tracks for your pieces if you use a bit of creativity.

when it said mastering recorder i thought it meant mastering the recorder as an instrument, in which cause id be able to help, unfortualtly i cant. sorry.

A mastering recorder could be anything that will record the stereo output of the portastudio, a cassette deck, a dat machine, a computer, anything. Mind you, the pros will tend to use an entire rack of gear (eq, compressors, limiters, etc) before recording, so I recomend the computer.
