in soulseek u gotta upload shit too, by which i mean u gotta share at least a few files to download some stuff (it's a really easy process, you just click "share-->select folder"), since some users require it before you download something from them
though not many demand that tbh. the risk depends on which country you are on, and how the law and police force deal with torrenting/sharing. it's rather underground, so idk if someone would actually take the time and effort to raid it and monitor it tho. i mean, it's not the pirate bay lol
