Jay-Z is arguably the best of all time
reasonable doubt, blueprint and black album are all classic albums and he released plenty of good albums outside of that (American Gangster, Shawn Carters 1-3). plus he released iconic singles that are recognizable a decade later. hard knock life, big pimpin, dirt off your shoulders

even on one of his worst albums (Kingdom Come) he released a legend-status single:
